The Local Poverty Reduction Fund (LPRF) is an initiative launched by the Ontario government in 2015 to support innovative, community-driven projects that measurably improve the lives of those most affected by poverty. It provides funding to community organizations and municipalities to support and evaluate their poverty reduction initiatives, create partnerships and build a body of evidence of programs that work for Ontarians living in poverty.

We currently have an exciting opportunity for a high-performing professional to fill the role of Program Manager (PM) for the duration of the program. Reporting to the Director, Local Poverty Reduction Fund, and in collaboration with other team members and other departments, the Program Manager is responsible for managing grants funded through the Local Poverty Reduction Fund (LPRF) program. The Program Manager has an essential and critical role to play in monitoring evaluation-related activities, high engagement monitoring and in providing grantee opportunities for learning.

OTF continues to operate under hiring restrictions; however, for front-line business critical positions to OTF operations, roles may be approved for hire where necessary.

Key Area of Responsibility: 

Program Management

  • Manages a portfolio of grants, provided to the Foundation through the Ministry assessment and approval process, in line with OTF’s policies and best practices and within the intent of the Service Level Agreement (SLA) with the Province of Ontario  
  • Through a high engagement framework, monitors and supports active grants and their compliance with grant requirements and facilitate problem solving, where appropriate
  • Completes documentation and reporting as required for approval
  • Supports the Director in ensuring that OTF complies with all aspects of the SLA
  • Supports grantees to meet the requirements of their grant contracts, including evaluation requirements of LPRF and adherence to OTF policies

Skills and Attributes: 
  • Conceptual, analytical, research and problem solving-skills, including issue management, risk identification, conflict resolution, and monitor progress
  • Effective interpersonal, oral and written communication and documentation skills, working in a team/independently and liaising with grantees.  Organizational and financial management skills
  • Ability to track grantee ongoing progress, and make recommendations to manage grantee budget and project plan
  • Proven track record and demonstrated ability to apply quantitative analysis to program evaluations and impact measurement
  • Discretion and tact, and the ability to work with highly sensitive information and maintain confidentiality
  • Ability to coordinate complex activities, organize multiple tasks and prioritize work
  • A “digital first” mindset to enable efficient business processes through the use of technology

Experience and Education: 
  • Post-secondary degree or diploma in a relevant discipline and progressive experience in a program office/grant administration, and/or program evaluations in a public sector or non-profit setting, or an acceptable equivalent in education and experience
  • Prior experience managing comparable size/complexity of the grant portfolio required
  • Experience managing/implementing specific evaluation and impact assessment activities
  • Experience reporting/reviewing evaluation project results and emerging priorities, and recommending adjustments as required
  • Proven ability to develop and maintain effective relationships with the diversity of The Ontario Trillium Foundation’s clientele and stakeholder groups in communities across Ontario
  • Demonstrated effectiveness as a staff and/or board member of a non-profit organization is an asset.
